How we transformed thousands of congressional records into a clear, searchable experience that cut research time by 55% and improved usability by 43%.


IALE is an index measuring how closely Colombia's senators and representatives align with the principles of economic freedom, built from their real legislative activity, not their statements. Every seat, every legislator's record, every project that passed, stalled or failed. FrixB took it from nothing to shipped: ground-level user research, end-to-end UX, and the responsive web build, for the Instituto de Ciencia Política with Atlas Network.

Public records that no one outside a policy desk can read.
A congress's votes, authorships and approved laws are public, but effectively unreadable to a normal citizen. Without a way to see how their representatives actually behave, transparency stays theoretical. IALE had to turn that dense legislative data into something a non-expert could scan and trust, in Spanish, across desktop and mobile.
- Anchored on a picture people already understand: We led with the parliamentary hemicycle, the seat map citizens recognize from election night, so party composition and the affinity index read in one look, no legend required. Meet people where their mental model already is.
- Designed for density without clutter: Party breakdowns, seat counts and the index share the screen through strict hierarchy and a restrained navy-and-accent system, so the data informs instead of overwhelms, the hardest part of any civic dashboard.
- Built mobile-first for reach: Civic tools get shared on phones, not desktops. The same legislative mapping holds on a phone, so the story survives the share.
- Designed it to be built, then built it: We didn't stop at handoff. Taking the project from user research all the way to a shipped web application meant every research insight and design decision survived into production, instead of being lost in translation to a separate dev team.

One team from first interview to shipped build. Research shaped the structure, the structure shaped the interface, and the same people carried both into production, so the reasoning behind every screen survived the handoff that usually erases it. AI assists the mechanical early passes; the judgement calls and the final craft stay human.
A hemicycle, not a data table.
A table is more precise and far faster to build, but it asks the reader to do all the interpreting, which is exactly the barrier that keeps citizens out of legislative data. The seat-map tells the story instantly and invites exploration.
Trade-off: I gave up some raw precision at the top level to win comprehension and trust, then layered the exact numbers underneath for anyone who wants them.

Learnings & Next Steps
Making data readable is a translation job, and the methodology needs explaining as carefully as the visualization, skeptical readers check how a score was built before they trust it. Next is a historical view so readers can track alignment shifts across sessions, plus bulk CSV upload so the ICP team can load new legislative data in minutes rather than by hand.
